It's not a bug, if you check out the 'Midi Code' tab for the /in/pgm object you will find that it's dependent on the attr_midichannel, so it's going to respond to program changes dependent on which midi channel you've selected for the patch, you can set that via the settings option in the view menu in the patcher.
